On page 74 of the cire rules v. 1.1 for the Duelist under their skill tree I see that the first choice is Dual Melee, and it clearly says in the text
" The character can swing at one target with both weapons using a single strike roll or at two separate targets (within reach) as two separate strike rolls."
But under the next ability (tier 2) Mixed Weapon Fighting it says differently...
"Two separate strike rolls must be made when attacking single or multiple targets, and penalties are applied separately (per the weapon type)."
Now, it would seem to me that the tier 2 ability is better than the tier 1, so then why would the tier 1 skill seem to be a bit better by using just one to hit when striking a single opponent with 2 weapons.

This is because you are not swinging with the same weapon type. This was done so you could have different skill levels with the different weapons and not have it get all weird. Ex. I have a pistol and a dagger. I shoot and stab you as one action but I have a +3 with the pistol and a +2 with the dagger. I roll them both separately. And just happens I missed with the dagger, but I still shot you center mass. As opposed to the level 1 with 2 melees you are pretty sure they both have the same skill level, and this allows the combat to go faster. I'd say the 2nd level one is more versatile, but more than anything it's flashier =)
