Greetings Well, here is my next stupid question...if an ability requires you to speak to an enemy (Call Out, Guardian, page 78/79 version 1.1 core rules), states...
Call Out (Tier 4) Guardians are able to call out specific foes with a powerful taunt. Most enemies will be unable to withstand the urge to attack the guardian. The guardian chooses a target and forces them to roll a willpower saving throw, target number 15 + the guardian’s level; failure means they must attack the guardian. Call out can be used up to 50 feet away and three times per combat. This ability lasts for 2D6 rounds. Prerequisite: Heroic Defense
If the creature that is the target of this ability does not understand that language or cannot hear, would they be affected?

Yes, while using words is part of it, pissing things off can be done a number of ways. Be that throwing a rock towards a momma animals nest, telling a legion soldier that his mom does guys or just baring your teeth at a wolf to try to show dominance. The mechanics work no matter what thematics you decide to use.
